ISSTE - Improving Safety and Security in Public Surface Transport

ISSTE is a project co-founded by the European Commission through the EACEA Executive Agency (Education, Audiovisual and Culture Executive Agency) that aims at improving the quality and the safety and security features of public surface transport systems by increasing the vocational abilities of the human resources involved in the field.

In order to achieve such ambitious goal, ISSTE will define, implement and certify innovative vocational training methods for the human resources involved in surface transport.

Project promoter and coordinator is Trambus SpA, largest surface public transport operator in Italy, delivering its service in the city of Rome. ISSTE consortium members are RATB surface public transport operator of Bucharest, W.B.S. Training education and training consulting company of Germany, University of Bucharest Transport Department, Second Chance Association education and training company from Bulgaria, ZAS association of driving schools from Slovakia, Asia Onlus no profit education and training company from Campobasso Italy and Iniciativas Para La Formacion Professional education and training consulting company from Malaga, Spain.

The project is constituted by the following activities:

I. Development of new and innovative Key Performance Indicators capable of defining the level of safety and security related to public surface transport.

II. Establishment of contextual framework analysis in terms of safety and security related to public surface by the application of the Key Performance indicators established.

III. Development of innovative curricula and vocational skills‘ developing methods, procedures and paths for the human resources involved in the surface public transportation sector. The education and training procedures for safety and security enhancement will embrace in particular, technical, vocational and ethical themes in accordance with specific crucial partners‘ needs and European transport issues outlined by the contextual framework analysis on safety and security developed during the second activity of the project.

IV. Quality testing and implementation in which the vocational training procedures will be tested. Testing will take place on site, mainly in Trambus‘ and RATB‘s organizations.

V. New Quality certifications methods establishment capable of underlining to the market the new standards in terms of safety and security in surface public transport obtained by the companies who will have implemented the vocational and curricula training activity established by the ISSTE consortium. In other words, these quality certifications will express the guaranty to passengers and to transports‘ stakeholders that the specific transport company that possesses this typology of certification has previously obtained the higher levels of safety and security by the implementation of the training activities established by the ISSTE consortium making its human resources attend the new courses developed in this specific project.

VI. Dissemination of the project results nationally and on a European scale.

VII. Exploitation of the project results trough the creation of a project web-site and the translation of the deliverables accomplished in partners‘ mother tongue. All of the material in English and in partners‘ mother tongue will be available on the ISSTE web-site.
