Digital Maps


Objective:

  • Define a business model for Public-Private partnerships, to ensure availability of attributes relevant to eSafety in digital maps
  • Define requirements for an eSafety digital map database which, in addition to roadmap data, contains agreed safety attributes for Advanced Driver Assistance Systems purposes
  • Create Public/Private cooperation model to collect, maintain, certify and distribute the eSafety attributes that can be integrated into the digital roadmap database

Organisation:

  • Both TeleAtlas and Navteq initiated a preparation group in which public sector is represented to develop draft documents regarding requirements and framework of cooperation.
  • The Chair & Co-Chair will initiate a plenary meeting for any party directly involved in the collection, production, maintenance and ownership of eSafety attributes. At the plenary meeting, the above-mentioned draft documents will be discussed and finalised.
  • Depending on the feedback, a second plenary meeting will be organised.
  • The aim is that a final recommendation will be presented at the High-Level Steering Committee Meeting of eSafety by the end of 2005.

Approach:

As a result of the preparation meetings, the Working Group recommends dividing the activities into three phases:

 

Phase 1 -  COOPERATION

Develop a model which supports the cooperation between the Private and Public sectors in the provision of the eSafety attributes and their updates from the public authorities to the private mapping companies.

 

Regarding the definition of the requirements, the WG concludes that it would make sense to utilise the safety attributes list agreed in the EC-funded MAPS&ADAS project. In addition, the WG will do its utmost to create synergies with the other EC-funded projects such as EuroRoads and INSPIRE. In parallel, the WG will check if there are any competitive directives.

 

The WG will address specific constraints such as the uncertainty whether or not the attributes are available, and their varying availability among the different Public authorities.

 

Phase 1 should result in a recommendation for the High-Level eSafety meeting by the end of 2005.

 

Phase 2 - QUALITY CERTIFICATION

A separate EC-funded group/organisation should define easy-to-implement guidelines on quality that serve the eSafety objectives for these safety attributes. The private mapping companies will participate, support and make recommendations to this group to help define the generic guidelines.

 

The public and private sectors will evaluate how well this directive is working one year after full operation and if needed, make recommendations to the European Commission and initiate Phase 3.

 

The quality certification will help to achieve the following:

  • Reduction of any liability and burden for using these qualified safety attributes in the safety-related applications by the car manufacturers
  • Help public authorities improve their quality and their methods related to the collection, registration, maintenance of safety attributes

Phase 3 - OPTIMALISATION

At this phase, the process will be optimised based on the experience of Phase 1  & 2.
 

* After Phase 1, the Digital Maps WG will be acting on behalf of the eSafety ForumHigh-Level Steering Committee as a steering committee to monitor the implementation of the three phases.
